Europol Warns Middle East Conflict Raises EU Terror Threat

The Middle East conflict has created “immediate repercussions” for European Union security, according to Europol’s head of communications Jan op gen Oorth, who told Spanish news agency EFE that the EU now faces an elevated threat of terrorism, violent extremism, and cyberattacks. The warning came as Iran and Israel entered their sixth day of war following joint US-Israeli airstrikes on Iran over the weekend.

“Key risks are an elevated threat of terrorism and violent extremism, increased cyber-attacks targeting EU infrastructure, a rise in conflict-themed online fraud schemes, and the spread of disinformation and influence campaigns,” Oorth said in his statement to Euronews.

Iranian Proxy Networks Are the Primary Concern

Europol is specifically tracking Iran-linked proxy networks operating across Europe, including groups associated with Iran’s “Axis of Resistance” – the network of anti-American and Israeli Shiite militias active in Iraq, Lebanon, and Yemen. These groups could pursue “destabilising activities” within EU member states, according to the agency, including terrorist attacks, intimidation campaigns, terrorist financing, and cybercrime.

The terrorist and violent extremist threat level across EU territory is now “assessed to be heightened”, with particular concern about homegrown radicalisation by lone actors or small, self-initiated cells. Oorth warned that “rapid online dissemination of polarising content may accelerate short-term radicalisation pathways in EU-based diaspora and other individuals.”

Several EU countries, including France and Germany, have already increased security measures as authorities fear potential attacks linked to Iranian networks or extremist actors. Oorth predicted more cyberattacks against European infrastructure and an increase in AI-enabled online fraud exploiting the information chaos surrounding the conflict.

Sweden Maintains Level 3 Threat Despite Regional Escalation

Sweden’s Security Service (SÄPO) has kept its terrorist threat level at 3 – “elevated threat” – on a five-point scale, despite the deteriorating Middle East situation. SÄPO spokesperson Gabriel Wernstedt confirmed the agency is “following developments closely in the Middle East and the wider world” but said it was too early to assess specific security impacts for Sweden.

Fredrik Hallström, SÄPO’s operational chief, told Swedish news agency TT that the Iran conflict has increased risks of attacks against American and Israeli targets in Sweden, as well as Swedish Jews and Iranian exiles. “Sweden is not necessarily the target, but there are other targets where Sweden is used as an arena,” Hallström explained. “These are primarily American, Jewish and Israeli targets, but also opposition groups that are in Sweden.”

SÄPO has previously identified Iran as one of Sweden’s major security policy problems, describing how Iran uses criminal networks for operations. That assessment remains unchanged, according to Hallström, though he could not confirm whether current Middle East events would directly impact Iran’s activities in Sweden.

The current level 3 threat rating in Sweden reflects a long-term strategic assessment that is not normally affected by individual events, according to SÄPO. The agency lowered Sweden’s threat level from 4 (high) to 3 (elevated) in May 2025, after determining that Sweden was no longer a prioritised target following the 2023 Quran burning incidents.

My assessment is that Europol’s warning represents a realistic appraisal of European vulnerabilities rather than threat inflation. The agency’s focus on Iranian proxy networks and lone-actor radicalisation aligns with established intelligence patterns, and the connection between Middle East conflicts and European security incidents has been demonstrated repeatedly over the past decade.
